    Series Information

    In Lao PDR, data against key social development indicators have been collected through two national surveys: Multiple Indicator Cluster Survey (MICS) (1996, 2000, 2006) and Lao Reproductive Health Survey (LRHS) (1995, 2000, 2005).
    But, in order to avoid the duplicated efforts and effective utilization of the resources, it decided to combine MICS and DHS and became Lao Social Indicator Survey (LSIS). So this is the first time that Lao PDR conducted the LSIS.

    Abstract

    A major national household survey, Lao Social Indicator (LSIS) was undertaken to provide a comprehensive data on key indicators to support the monitoring of the Millennium Development Goals (MDGs) and the 7th National Socio-Economic Development Plan (NSEDP).

    The scope of the Lao Social Indicator Survey 2011 includes:

    • HOUSEHOLD: Household information panel, Household listing form, Education, Water and Sanitation, Household characteristics, Insecticide-treated nets, Child discipline, Salt Iodization
    • WOMEN: Woman's information panel, Woman's background, Access to mass media and use of information/ communication technology, Child mortality, Birth history, Desire for last birth, Maternal and newborn health, Post-natal health checks, Illness symptoms, Contraception, Unmet need, Attitudes toward domestic violence, Marriage/Union, Sexual Behaviour, HIV/AIDS, Maternal Mortality
    • MEN: Men's information panel, Men's background, Access to mass media and use of information/ communication technology, Contraception, Attitudes toward domestic violence, Marriage and Sexual Activity,

    LSIS sample size:
    1,000 villages from 16 provinces + VTE capital have been selected .
    Random select 20 HHs from each cluster.
    Total 20,000 households to interview.

    Questionnaires
    • LSB helped to design and develop the questionnaire

    • The questionnaires were published in both Lao and English

    • The pretest has been done before launching the pilot test

    • LSIS have 4 questionnaires in total:

      • Household questionnaire
      • Questionnaire for individual men
      • Questionnaire for individual women
      • Questionnaire for children under-five
    • LSIS questionnaires is based on the questionnaires of MICS and DHS.

    Data Collection Notes
    • An interview for the woman's questionnaire takes 30 minutes on average
    • For other questionnaires, takes approximately 15-20 minutes
    • Problem of misunderstanding between interviewer and respondent when they interview the people from ethnic minority. So we need the translators.
    • Household listing operations were conducted by 70 operators recruited and trained for the purpose.

    yes This Lao Social Indicator Survey conforms to the provisions of confidentiality stated under Article 24 of the Statistics Law, of Lao PDR which identifies the “three type of statistics confidentiality as follows:
    1. State confidentiality with regard to stability, national defense, security and other secrets that are defined in a specific manner;
    2. State confidentiality with importance to any specific sector;
    3. Individual confidentiality of information from any individual, legal person or any organization that are gathered/collected from survey and administrative report."

    Before being granted access to the dataset, all users have to formally agree:

    1. To make no copies of any files or portions of files to which s/he is granted access except those authorized by the LSB.
    2. Not to use any technique in an attempt to learn the identity of any person, establishment, or sampling unit not identified in the dataset.
    3. To hold in strictest confidence the identification of any establishment or individual that may be inadvertently revealed in any documents or discussion, or analysis. Such inadvertent identification revealed in her/his analysis will be immediately be reported to the LSB.
    Access conditions

    Authorization to use this data is granted only to the client or data user and persons within the Ministry of Health (MOH) and Lao Statistics Bureau (LSB). Under no circumstances shall the client reproduce, distribute, sell or lend the entire data or parts thereof to any other data user apart from himself or that of authorized employees in the MOH and LSB. The MOH and LSB shall hold the data user fully responsible for safeguarding the data from any unauthorized access or use.

    Citation requirements

    Any report, paper or similar articles, whether published or not, emanating from the use of this data shall give appropriate acknowledgement as suggested herein: “Lao Social Indicator Survey 2010, version 2, April 2012 ), Minsitry of Health and Lao Statistics Bureau, Lao People's Democratic Republic”, as the source of basic data. The data user or client is encouraged to provide MOH and LSB with a copy of such report, paper or article. It is understood that unless expressly allowed by the client, such report, paper or article shall not be used for any purpose other than monitoring.
